Mobile Medical Service

Mobile Medical Service is implemented by KOLO СHARITY in partnership with the All- Ukrainian Association of United Territorial Communities.

Project facts

Expertise: The project team consists of 13 people, including: 9 doctors/assistants, 2 coordinators, 2 drivers.

Ефективність: 5,593 consultations were provided in 2023 in Kharkiv, Sumy, Zhytomyr, Chernihiv, Kherson regions.

Long duration: The project has been operating since September 2022.

Unique experience in organizing the work of doctors and providing medical services in a mobile format.



Nowadays challenges

  1. Due to the infrastructural damages, the normal medical services on de-occupied territories are not available.
  2. Also, there is a very significant lack of medical staff.
  3. Mobile medicine is a way to improve the situation and provide medical services to the population.

Our state is ready to implement such solutions, but this process is slowed down due to:

  • difficult organizational process;
  • lack of interaction between different levels hospitals;
  • payment and tariffing of such service;
  • doctors training for mobile groups creation.

About United territorial community (UTC) in Borznyansk

By order of the MINISTRY OF REINTEGRATION OF TEMPORARY OCCUPIED TERRITORIES OF UKRAINE, military operations were conducted on the territory of community from February 22, 2022 till April 1, 2022.

Respectively the infrastructure suffered losses and destruction. Now the time has already passed and people are returning home. The total population on the territory of the UTC is 60,970 residents, who have difficult access to specialized medical care.

On the territory of the UTC there is one hospital with staff, laboratory, but an uncertain status in the capable network of the hospital district, which is a potentially motivated partner for the implementation of a joint pilot project on the introduction of mobile groups based on the infrastructure of the UTC.

Effective mechanism

It is an effective mechanism for introducing mobile services based on specific experience.

It is also a solution for the medical services provision problem on a specific territory, which will provide:

  • ensure logistics and coordination in a sustainable format
  • improve doctors’ qualification
  • an opportunity to build a sustainable process
  • expand the range of medical services, provided to increase the capacity of the central district hospital
  • ensure access to medical services for 60,970 residents of the community



This approach, in turn, will provide:

  • an opportunity to conduct a detailed analysis and structure of expenses to ensure the work of mobile groups
  • finalize the necessary legal framework and calculate coefficients to cover the costs of organizing of mobile groups work in the regions, as a result of scaling experience and its implementation at the state level.
  • training of local doctors and improving the quality of medical services in the regions, maintaining medical personnel in the regions through elements of motivation: self-development and payment of work

 

Data protection

It will also provide an opportunity to protect the patient's personal medical information and manage the patient in a single state information system, which provides access to medical information for doctors of state institutions.

Project components

Stage 1

1 month of initial analysis of the situation in the region, creation of mobile groups from local doctors, work system creation of mobile groups for optimal load on mobile groups, number of trips, maximum coverage of the needs of UTC, creation of trips schedule, training of doctors and junior staff, organization of mobile groups workspace, purchase of equipment and educational materials, medicines.

Stage 2

5 months of trips in the mode of two mobile groups according to an individual schedule, accompanied by the Medical Desant team for the experience exchange and training.

Stage 3

Collection of information, calculation of the financial and economic model of the mobile groups work for the introduction of the activities on a permanent basis in Borznyansk UTC at the expense of state funding state.

Stage 4

Post monitoring and advisory support of changes implemented in Borznyansk UTC.

Importance

The Health Care system is overloaded in war conditions, and the volunteer directions of providing medical services are situational and lead to an uncontrolled and uncoordinated processes, which are difficult to evaluate in terms of effectiveness, because people do not receive systemic assistance.




There is an urgent need to systematize and build the organization of the process within the framework of specific administrative units - in Ukraine it is the United Territorial Communities, which will provide:

This work is currently not possible at state expense due to lack of state funding, but is extremely necessary for the introduction of systemic changes in the field of providing medical services in de-occupied, sparsely populated and war-affected regions.
